[WIP] removing rviz plugins from test coverage since its not a production run-time component (#1953)

* removing rviz plugins from test coverage since its not a production run-time component

* Update code_coverage_report.bash

The plan recieved is usually in global frame, but
our local costmap is often in odom frame. This
fixes a regression from #1857
